POSITION SUMMARY:

The Finance Manager will own financial planning and reporting processes and the company's financial model for annual planning, rolling forecasts, and long-range planning. Key responsibilities include improving the monthly reporting and variance analysis functions, assisting with the construction of annual budget and long-term models, producing analytical projects, supporting various departments and initiatives, and supervising the Financial Analysis staff. This is a highly visible role within the organization and requires strong leadership and communication skills to shape our business and financial strategy. This role will report to the VP of Finance (VP) or their delegate.

DUTIES / RESPONSIBILITIES:

Strategic Planning

  • Provides financial leadership to ensure and support alignment with On Lok's strategic vision and achievement of operational performance standards.
  • Assists in the strategic planning process, ensuring senior leadership understanding and alignment. Advises leaders on issues, opportunities, and risks on financial matters.
  • Partners with CFO and other leaders as appropriate to develop and manage operational objectives, policies and procedures.
  • Reviews the initial business cases for new projects and initiatives, including Capital Expenditures (CAPEX), working closely with leadership and financial teams. Highlights business and financial impacts.
  • Works closely with the People team to develop a shared vision efficiently scaling workforce planning.
  • Builds out the process, framework, and systems predicting and supporting our consolidated business forecast.
  • Supports implementation of new electronic business system including both Finance functions and Human Resources functions.

Financial Planning & Reporting Processes

  • Leads annual planning processes, monthly and quarterly board financial reporting, and forecasts.
  • Ensures accurate and timely monthly reporting packages with all relevant supporting document (Full-Time Equivalent [FTE] report, Income Statement and supporting documents).
  • Owns preparation of financial reports for Finance Committee and Board Meetings working closely with the Director or Financial Planning & Analysis (DFP&A), VP and CFO.
  • Develops, implements and maintains guidelines to ensure reporting integrity and efficient close processes to deliver timely, complete, and accurate financial information.
  • Provides financial oversight for capital and non-capital projects and utilization analysis. Ensures proper close-out of capital projects before deployment.

Financial Analytics - Modelling/Dashboards

  • Builds financial models and data analysis to support strategic analyses. Evaluates the economic implications and trade-offs of various projects.
  • Works closely with DFP&A, VP and CFO and leaders to provide data-driven insights, facilitate decision making, and influence strategy with monthly business reviews, financial modeling, and dashboard development.
  • Leads the analysis of financial and operational results versus forecast and plan, investigations of significant variances, and communication of findings to senior management team.

Budget Preparation

  • Owns the annual budgets preparation, development, completion, implementation, and control, under the oversight of VP (or delegate).
  • Conducts monthly budget versus actual reviews with various groups of budget holders: On Lok, Inc. Directors, multiple-entity, and others as necessary and applicable. Develop staff to conduct these meetings in the future.
  • Ensures budget holders are aligned with their approved budgets (FTE, Operating Expenses [OPEX], Capital Expenses [CAPEX], and Special Projects) over the course of the fiscal year.

Staff Management & Relationship Building

  • Hires, leads, mentors and develops a high-performing, high-integrity corporate FP&A team. Appropriately delegates responsibilities and functions.
  • Sets clear expectations and provide regular feedback recognizing achievements and mentoring for development. Conducts performance reviews and recommend merit increases.
  • Ensures compliance with employment and labor regulations; works in partnership with the People team regarding concerns.
  • Partners with People team to drive compensation planning, headcount allocations and projections, incentive framework, and other key employee programs.
  • Partners with key business leaders to continue to improve the financial reporting systems.
  • Fosters collaborative relationships with other teams to achieve goals and drive success.

QUALIFICATIONS (knowledge, skills, abilities):

  • Bachelor's Degree in Finance, Accounting, or related field or Master's Degree in Business, Finance, or Accounting (required)
  • 2 years in Management (required)
  • 7 years in Finance or Accounting (required)

  • 4-7 years in a non-profit and healthcare industry (preferred)
  • Financial Planning Expertise: In-depth knowledge evaluating and implementing accounting/finance systems. Strong general ledger, accounts payable, accounts receivable, and payroll working knowledge. Thorough knowledge of accounting and finance regulations, policies, and procedures, preferably in a healthcare environment.

  • Leadership: Exhibits initiative, responsibility, flexibility, and leadership. Commitment to high standards and teamwork, including maintaining confidentiality.

  • Effective Communication: Effective communication / interpersonal skills with ability to plan, delegate, and supervise

  • Analytics: Strong financial analysis and planning skills.

  • PACE familiarity: Knowledge of Medicare, Medi-Cal, and PACE regulations, as they relate to accounting procedures, strongly preferred. Knowledge of PACE model and operations preferred.

  • Planning: Ability to multi-task and establish priorities. Strong project management skills. Experience in formulating, initiating and administering policies and procedures for effective fiscal control.

  • Systems: Experience with Oracle / MS Dynamics SL preferred

  • Professional Growth: Seeks areas of opportunity for growth and development, obtaining, or maintaining active professional certifications and/or licenses. Attends professional development training regularly, including both internally and externally offered programs

  • Expert level Excel skills.

Your final compensation offer will be determined based on factors such as skills, experience, education, and licenses/certifications. The pay range is expressed as an hourly rate regardless of FLSA status. Exempt positions are paid salaried and are not subject to overtime.
