Job Description

S2Technologies is looking for an experienced Contracts Administrator to join our team. The Contracts Administrator supports ongoing activities and projects as well as new business through specialized support in the structuring, negotiating, and monitoring of governmental domestic contracts.

Position duties include:

  • Have knowledge of acquisition methods and administration, contracting practices, principles, and policies relating to price/cost analysis, negotiations, pricing, and other strategies and techniques utilized by the Federal Government and/or private sector.
  • Comprehensive knowledge of acquisition alternatives (e.g., General Service Administration (GSA) Schedules, Government-wide Acquisition Contracts (GWACs), Full & Open Competition) and experience with acquisitions in a Federal environment.
  • Be familiar with and support preparing bids on cost plus, fixed price, and T&M bases, and understanding the nuances among the various types.
  • Possess the ability to strategically evaluate business opportunities, demonstrate thought leadership in the analysis and advisement of senior management.
  • Prepare proposals, both directly to the Government and to other prime contractors, including review and analysis of solicitations, terms and conditions determinations.
  • Have the ability to address complex procurement related matters and recommend solutions to acquisition challenges.
  • Have experience in Drafting RFPs, conduct Cost analysis, completing compliance assessments, and leading contractor/subcontractor negotiations.
  • Ensure compliance by monitoring, tracking, coordinating with program managers and staffs to review and submit complete and accurate contract deliverables for current programs.

DUTIES AND RESPONSIBILITIES:

  • Drafts, reviews and manages full lifecycle of contracts.
  • Participates in pre-award and post award bid and proposal meetings, coordinates with internal and with external stakeholders and customers.
  • Provides initial review, evaluation, and approval of complex bids/proposals and contracts.
  • Ensures bids/proposals and contracts are in line with company's overall business practices, pricing strategies, business goals, and margin objectives.
  • Resolves complex business and legal problems and issues.
  • Structures, drafts and negotiates complex agreements/contracts between company and customers and/or partners.
  • Advises and train sales, professional services, operations organizations, and others on business practices and contractual issues.
  • Develops practices and approaches to complex problems and issues requiring research, creativity, and development of new approaches for evolving business.
  • Administers, manages, and communicates contracts from sales cycle through delivery, including approval of business and legal terms, contract activation, contact imaging, and contract database.
  • Provides front-end expertise to internal and external customers on transaction structuring and drafting as it impacts on administrability, payment, and repayment mechanisms, covenant and security administration, and post-signing risk mitigation.
  • Performs maintenance of contract files and database.
  • Provides necessary reports and project status information to management and other appropriate staff.
  • Hires and supervises contract specialists; coordinates training and development of staff.
  • Provides day-to-day guidance and oversight of subordinates; actively works to promote and recognize performance.
  • Keeps up to date on overall activities of the team, identifying problem areas and taking corrective actions.
  • Performs other related duties as assigned by management.

SUPERVISORY RESPONSIBILITIES:

  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS:

  • Bachelor's degree (B.A.) in related field or equivalent
  • 2-5+ years of experience with preparing bids and price proposals within the federal government contracting environment, including bid preparation and submission.
  • Working knowledge with the interpretation and application of federal regulations (FAR, DFARS).
  • Working knowledge of all contract types.
  • Proficient in MS Office; Expert level Excel skills.
  • Ability to work in an extremely fast-paced environment.
  • Ability to effectively multi-task
  • Working knowledge of Purchasing systems and requirements is preferred.
